I can’t believe that the reboot bug is due to the phone’s software. You must have installed any third party app that leads to frequent restart. I have been Samsung Galaxy devices for years and have been associated with Android as a developer but have not heard of any such issue with official firmware from Samsung. I would recommend you to perform a data factory reset after you upgrade to Android 4.1.2. You can do this even on the current 4.1.1 and the bug will surely be fixed.

I have just tried the ROM on a friend’s handset and have not seen any restart issue. So you can go on with it.

does this upgrade fixes battery issues like it drains fast? and frequent restart? coz these are the problems that I’ve always encountered with my s3 mini.

There are significant improvements in performance including the battery backup. The battery life, however depends on how you use and configure your phone.

What happens if you forget to turn on usb debugging?

USB debugging gets you device ready for modifying the internal files. If you do not activate it you might get error while rooting or installing a firmware on your phone.

It does not matter if the firmware for India is there or not. You can download and install either of Indonesia, Vietnam or Germany version. All of them will work fine.
Do not try the Russian or Polish version.

Some of the updates mentioned for SGS3 is more different for S3 Mini.
